Abstract

The study aimed to build  a proposed vision  for overcoming the obstacles to the use of e-learning platforms in Yemeni public universities by identifying the obstacles related to the institution, faculty member, student, community, infrastructure, technical and technological aspects, and building a proposed vision to overcome them. The study results revealed different types of obstacles: institutional obstacles, such as poor infrastructure, limited resources and lack of incentives; teaching staff obstacles, such as less confidence in e-learning, need for training on modern teaching and assessment strategies via platforms and poor skills of using modern IT tools; and students’ obstacles, such as poor skills of using applications and IT tools, less sufficient interaction, lack of feedback and having no devices. There were also other obstacles related to technological aspects, such as poor maintenance, absence of updates, limited available software, emergence of some technical and security problems. Other obstacles were related to society and infrastructure, such as limited internet services, community’s unwillingness  to learn via e-platforms and lack of sufficient community incentives.  The study proposed a vision for overcoming these obstacles and recommended concerned authorities to adopt it.
